Answers

  1. Is a list of landowners in the Landowner Preference Program available? No. A list of registered landowners is not available. It is the responsibility of the individual hunter to acquire a valid license and to locate the landowner’s contact information for any voucher they wish to acquire and / or land they wish to access.

  2. If I register my property, do I need to allow hunters who I do not know to hunt on my property? Landowners must allow a “reasonable” number of properly licenses hunters. However, it is the landowner’s discretion which hunters are allowed on their property. Remember, the transfer of any license voucher by a landowner must include permission to the license holder to hunt on the land for which the voucher was awarded.

  3. I am not the landowner but have always been the designee/outfitter and have limited power of attorney. Can I complete the registration forms and applications for the landowner? No. The deeded landowner is required to complete and sign the registration forms and any application, leftover request form, and voucher. Call CPW – Limited License section if you need further information.

  4. What is a voucher? If your application(s), or a choice on the leftover request form, is successful in the drawing process, a voucher for the specific huntcode awarded will be mailed to the landowner who can then distribute the voucher directly to any eligible hunter. The eligible hunter will take the voucher to a CPW office, or license agent, and redeem the voucher for a proper and valid license. At that time, the hunter will pay the appropriate license fee(s) and receive the license. Annual bag limits still apply.

  5. What if I sell some of the property registered in this Landowner Preference System, or I re-deed the property to a new deeded name? If there is ANY change in the information provided on the Priority Landowner Preference Registration, the landowner MUST contact CPW – Limited License section immediately; this includes changes in ownership or boundaries. This must be done PRIOR to submitting any acreage applications or leftover license request forms. Priority Landowner Preference Registrations, applications, leftover forms, vouchers, and preference points are NOT transferable in the event of any change to the deeded ownership (example: sale of property, transfer/trade of property, re-deeding the property, etc.).

  6. What happens if the deeded ownership does change? Any change to the deeded ownership invalidates the registration, and the new deeded ownership must complete a new registration. Again, the Priority Landowner Preference Registrations, applications, leftover forms, vouchers, and preference points are NOT transferable.

  7. If I give a voucher to someone, can they transfer (give/sell/etc) the voucher to someone else? No. Landowner vouchers may be transferred one time only, and shall only be transferred by the landowner to the hunter that will use the voucher to purchase the license. Third-party brokering of landowner vouchers is NOT permitted. Violation of this shall invalidate the landowner voucher and any license purchased with it.

  8. If a voucher is transferred to a hunter, and the hunter cannot use the voucher, can the voucher be re-printed? No. Vouchers may be transferred once. After a voucher is transferred to the hunter, the voucher will NOT be re-printed; even if the voucher is not redeemed for a license.

  9. If someone redeems a Landowner Preference Voucher, do they use their preference points for the species? No. Only a successful 1st choice draw in the primary big game draw results in a hunter’s individual preference points to reset to zero for that species.

  10. When is the deadline to submit my registration forms? The deadline to register your property is the 2nd Friday in January annually. Qualified landowners are encouraged to register early! If you have already missed the deadline for this year, you may submit your registration form anytime between now and the second Friday in January. If you do not have a registration form call any CPW office to have a registration packet sent to you. Registrations are valid for up to five (5) years.

  11. Do I send money with the registration form? No. Payment is not required to register your property. When you submit your acreage application(s) and/or leftover request form(s), you will be instructed to submit the appropriate fees at that time.

  12. Do I have to register my property to be eligible for landowner preference? No. You may continue to use the previous landowner preference applications (Regular Landowner Preference Application). However, all registeredlandowner using the Priority Landowner Preference Application(s) will get the first chance at the licenses allocated to the landowner program; therefore, it is beneficial to register in order to in the Priority Landowner Preference Program to increase your chances in the Big Game License draw. Regular Landowner Preference Applications, if successful, result in a non-transferable license in the applicant’s name.

  13. Can I use the Regular Landowner Preference Application and the Priority System? Property registered in the Priority Landowner Preference Program may NOT be used to apply for a Regular Landowner Preference Application.

  14. Does property enrolled in Ranching for Wildlife qualify for this program? No. Ranching for Wildlife property does not qualify for landowner preference for any species enrolled in the Ranching for Wildlife program.

  15. For the Township and Range; there are more boxes on the registration form than my Township and Range has listed. What do I list? Also, what is the decimal for? In Colorado, Township numbers may be one or two digits long. Range numbers may be one, two, or three digits long. In addition, there are some Townships and Ranges that have a decimal (this is not common). If the property has a Township or Range with a decimal, be sure to list the entire number. If the property description does not have a decimal listed, you may leave the box after the decimal blank.

  16. After the Township boxes, there is a box labeled N/S. After the Range boxes, there is a box labeled E/W. What are those boxes for? All Townships are listed as North or South. All Ranges are listed as East or West. If that information is not listed in the legal description, you many need to refer to a plat map or contact your county’s tax assessor’s office for this information.

  17. If my property is registered, can I apply in the regular draw? If your property is registered in the Priority Landowner Preference Program, you or any of your hunters may apply using an application from the brochure OR by applying online. If your property is registered for Priority Landowner Preference, you may NOT use the Regular Landowner Preference Application.

  18. Should I include a copy of my deed, tax notice, or a map of the property with the registration? Complete the required information on the registration form. Do not include copies of the deed, tax notice, or a map unless instructed specifically by CPW.

  19. Do I need to fill out a separate registration form for each species? No. Check the boxes for any species that inhabits your property for the majority of the calendar year and for which you want landowner preference. Only species that are totally limited for all rifle licenses in a GMU will be considered for landowner preference.

  20. There is no property address for my land. What do I write in this area? CPW Officers need an address where they may physically see the property. Check the deed or any tax assessments to see if there is an address of the property. If there is no physical address, list the nearest road with general cross roads. You may look at a map for any other detail that would help a CPW Officer when they are verifying the information that you have submitted on the registration form. Example: 5 miles north of Craig on Highway 13 at Old Mill Rd, or, 1 mile south of Rd CC between CR X & Hwy 285.

  21. If I own more than 5000 acres, do I need to list all of my property? You only need to list sufficient property to qualify for the number of applications you desire. It is not necessary to list all of the legal descriptions of your property. In other words, once you have provided a detailed breakdown of 5,000 acres in a Game Management Unit (GMU); you are eligible for the maximum 6 applications per GMU per species and do not need to list additional property.

  22. I own several parcels all deeded with the same deeded name(s), do I send only one registration form? If all of the property is within the same GMU and deeded under the same name, then yes, only one registration is needed. If separate registration forms are sent for one GMU under one deeded name, all the acreage will be calculated together. One parcel MUST be a minimum of 160 contiguous acres in order to qualify for landowner preference.

  23. I own 160 contiguous acres in a GMU and several additional 100 acre parcels in that unit that are not contiguous to the 160 acre parcel. Do I get credit for all of the acreage in this unit or just the 160 contiguous acres? All of the acreage will be credited. Because you have one parcel that is 160 contiguous acres, the other 100-acre parcels, will be added to determine the number of applications you will receive.

  24. My land is located in different GMUs. Do I need to send multiple registration forms? Yes. Please separate the land by GMU. One registration form is required for each GMU.

  25. I own several parcels all deeded under different names. Do I send in separate registration forms for each different deeded name? Yes. If there are several parcels under different deeded names, you need to submit separate registration forms for each different legal entity. Each separate legal entity must qualify for landowner preference independently.

  26. I own several hundred acres in one GMU and less than 160 acres in another GMU; can I combine the two to increase the amount of acreage I register in one of the GMUs? No. Acreage in one GMU cannot be added to increase the total acreage in another GMU. You must register property by GMU. In order to register in any GMU, you must have at least 160 contiguous acres in each GMU.

  27. Can I add leased acreage to my registration, or if I lease land, can I register that owner’s land? No. Only deeded acreage qualifies for the program and the deeded landowner must register the property.

  28. I own 159.99 deeded contiguous acres. Do I qualify for landowner preference? No. A landowner must own a minimum of one contiguous 160-acre parcel to qualify.

  29. Can I include public land or land owned by a public entity in my registration? No. Neither public land nor property owned by a public entity qualifies for landowner preference.

  30. If my priority landowner application(s) are unsuccessful, will I receive preference points? Yes. Each acreage application that is unsuccessful for a valid 1st choice huntcode in the drawing will receive a preference point for the following year. Any acreage application will be reset to zero preference points if successful for a first choice. Each acreage application can gain and lose preference points independently.

  31. After I register what happens? CPW personnel verify the information on the registration form. While the property is being verified, we mail the landowner acreage applications based upon species and acreage registered. On those acreage applications, you may indicate the hunt code(s) you wish to apply for. Application forms with instructions on how to apply are mailed about the middle of February each year.

  32. How are leftover landowner licenses handled? All registered priority landowners will receive a leftover request form with their acreage application(s) in the mail for species that are eligible for landowner preference. Any quota leftover from the landowner quota reverts back into the general quota for the general public draw. Before the quota reverts to the general quota, registered priority landowners may request additional vouchers using the leftover request form. Leftover applications are due at the same time as the acreage applications. Landowners applying for leftover vouchers using the leftover request form shall pay $25 for EACH female (antlerless/doe/cow) leftover choice and $40 for EACH either-sex or male (antlered/buck/bull) leftover choice. The landowner will receive a refund check for any unsuccessful choices on the Landowner’s Leftover Limited License Request form.

  33. What do I do if I need more space than five places to list the legal description or the tax notice numbers of my property? Please list additional property details, in the same format, on a separate page.

  34. When will I know if I was successful or unsuccessful in drawing a priority landowner voucher? Draw result packets are mailed to Priority Landowner Preference applicants from end of May to middle of June. Each species is mailed separately. You will receive one packet per species.​​
