Public Comments for 2021 Meetings

In response to social distancing recommendations related to Covid-19, the Colorado Parks and Wildlife Commission is conducting its meetings virtually, or virtually with limited in-person attendance, until further notice and the Commission’s public input process has been modified accordingly. The Commission’s website will be updated as determinations are made for whether a meeting will be virtual, in person, or a hybrid (virtual and limited in-person). 

The preferred method for the public to provide public comment is to email the Commission. Please direct your emails as follows:

  • Comments about the Colorado Wolf Restoration and Management Plan and related planning process should be sent to wolfcomments@state.co.us

  • Comments about all topics other than wolves should be sent to dnr_cpwcommission@state.co.us. Please do not send wolf emails to this address.

Comments for Hybrid Meetings (Virtual and Limited In-Person)

Register to Provide Oral Public Comments Live

If you are interested in providing oral public comment during the meeting, you must register in advance by the following date and time before the meeting.

  • Information on registering to provide oral public comment at the July 2021 meeting will be available in advance of the July meeting. Please check back for details.

For this hybrid meeting, comments may be provided virtually or in-person. Virtual comments are preferred so that more comments can be accomodated.

Those participating in-person will have to follow set procedures as follows:

  • Comments will be limited to those who signed up in advance via the registration form--no walk-ins are allowed.
  • Individuals pre-registered to provide comments in-person may only enter the Commission meeting when they are delivering their comments. Prior to that time, individuals must wait outside the meeting venue in the parking lot. A text message will be sent when it is your turn to speak.
  • You will be met at the meeting venue entrance by a CPW staff member who will escort you into the meeting room. A completed health screening form must be submitted upon entry. A mask must be worn at all times while present at the meeting location.
  • Remarks will be given while seated at a table and you must wear a mask. Time will be limited as described in the guidelines below.
  • When your remarks are concluded, a CPW staff member will escort you back to the parking lot.

Hybrid Meeting Guidelines

  • Each member of the public will be limited to no more than 3 minutes for oral public comment. Members of the public may be restricted to 2 minutes for oral public comment when time is limited.
  • For those who sign up to provide oral public comment, you will receive an email from CPW staff with instructions for how to log into the virtual meeting or procedures for in-person comments. 
  • Public comment will be time permitting, as guided by the Chair to ensure adequate time for meeting business.
  • It is possible that not all who request time to speak will be able to as the total amount of time for public testimony will be limited in order to allow the Commission to conduct all of its scheduled business.

Speaking Order During the Hybrid Meeting

  • CPW staff will facilitate the public comment by calling on an individual by name.
  • Staff will notify each person when their time has elapsed and the Commission Chair will ask if there are any Commissioner questions. 
  • After questions have been addressed, the next person will be called.

Request to Speak About a Subject Not on the Planned Agenda

Requests to speak about a subject not on the planned agenda may be made by emailing a written request to the Commission (dnr_cpwcommission@state.co.us) 30 or more days before the meeting. 

  • Such requests must include the speaker's name, address, phone number, subject to be discussed, and amount of time needed. 
  • Each request will be answered promptly.

Comments for In-person Meetings

Request to Speak About an Existing Agenda Item

Groups or individuals wishing to speak at a Commission meeting about a topic already on the agenda can simply sign up at the meeting. 

  • Ideally, organized groups should identify one spokesperson. 
  • Speakers should try to be as concise as possible and avoid repeating comments already made by others. 
  • The time available for each person is limited to three (3) minutes depending on the number of people who wish to speak at the meeting.

Requests to speak about a subject not on the planned agenda may be made in one of two ways: A written request can be sent to the Commission 30 or more days before the meeting. 

Such requests must include the speaker's name, address, phone number, subject to be discussed, and amount of time needed. Each request will be answered promptly.

  • Brief comments also can be made at the end of regular business meetings by submitting the speaker's name and topic on the "Public Presentations" sign-up sheet provided at the meeting.
  • The Commission will not take action on these items but may schedule discussion at a later date.​
