The board is ​​responsible for recommending or denying approval of all Chapter P-8 Aquatic Nuisance Species regulations, Aquatic definitions, Chapter 0 General Provisions (aquatic release, importation, transportation, allowable species, disease management), and C​hapter 1 Fishing regulations (baitfish) rules​ to the Colorado Parks and Wildlife Commission.​​

Meet the Board

Josh Homer

Board Member

Josh is a Supervisory Biologist for the U.S. Fish and Wildlife Service’s Mountain-Prairie Region Fish and Aquatic Conservation Program and is the Project Leader at Leadville National Fish Hatchery.


Kendra Holmes

Board President

Kendra is the Colorado Aquaculture Association board President and is the Fish Health Board Private Sector representative. Throughout her career, Kendra has promoted the protection of Colorado’s natural resources with a focus on water and aquatic management.

Wayne East

Board Member

The agricultural Wildlife Liaison with the Colorado Department of Agriculture (CDA), Wayne represents the CDA on the Fish Health Board, and the Colorado Aquaculture Board​.


Jeremy Liley

Board Chair

Jeremy is the Fish Health Board Chair,​ and owner/senior aquatic biologist of Liley Fisheries, Inc. Liley Fisheries owns and operates two trout production facilities in Colorado and Nebraska and provides fish stocking and aquatic management services to clients in Colorado, Wyoming and Texas.

April Kraft

Board Member

The Senior Fish Pathologist for Colorado Parks and Wildlife's (CPW) Aquatic Animal Health Laboratory, April is also the CPW representative to the Fish Health board.
