Qualifications for Interested Sponsors

  • Business mission consistent with Colorado Parks and Wildlife​​ and Colorado Department of Natural Resources mission and goals
  • Demonstrated financial stability
  • Sponsorship idea implementation involves minimal CPW staff impact
  • Businesses with Colorado offices must be registered to do business in the State of Colorado
  • Meet all insurance requirements
  • Sponsor shall not compromise CPW’s reputation for objectivity, independence, integrity, credibility, social responsibility, and accountability. 
  • Sponsorship proposal does not include the sale or consumption of alcohol outside of designated areas, illegal drug use of any kind, or extreme violence.

Insurance and Liability

Sponsorship Insurance Requirements

In order to become a sponsor, you must meet our insurance requirements. 

    Workers’ compensation insurance as required by state statute, and employers’ liability insurance covering all Sponsor or Subcontractor employees acting within the course and scope of their employment.

    Commercial general liability insurance covering premises operations, fire damage, independent contractors, products and completed operations, blanket contractual liability, personal injury, and advertising liability with minimum limits as follows:

    • $1,000,000 each occurrence;
    • $1,000,000 general aggregate;
    • $1,000,000 products and completed operations aggregate; and
    • $50,000 any 1 fire.

    Automobile liability insurance covering any auto (including owned, hired and non-owned autos) with a minimum limit of $1,000,000 each accident combined single limit.

    Crime insurance including employee dishonesty coverage with minimum limits as follows:

    • $1,000,000 each occurrence; and
    • $1,000,000 general aggregate.

    The State shall be named as additional insured on all commercial general liability policies (leases and construction contracts require additional insured coverage for completed operations) required of Sponsor and Subcontractors.

    Coverage required of Sponsor and each Subcontractor shall be primary over any insurance or self-insurance program carried by Sponsor or the State.

    The above insurance policies shall include provisions preventing cancellation or non-renewal, except for cancellation based on non-payment of premiums, without at least 30 days prior notice to Sponsor.

    All insurance policies secured or maintained by Sponsor or its Subcontractors in relation to the sponsorship shall include clauses stating that each carrier shall waive all rights of recovery under subrogation or otherwise against Sponsor or the State, its agencies, institutions, organizations, officers, agents, employees, and volunteers.

    Note: Additional insurance requirements may apply dependent upon the Sponsor’s proposed activities.

    Sponsorship Proposal Process

      Draft a Proposal

      Describe your sponsorship idea in detail, including areas or events impacted, length of proposal, dollar values, requested contribution from Colorado Parks and Wildlife, including staff time. The sponsorship idea implementation must involve minimal CPW staff impact. The proposal cannot include the sale or consumption of alcohol outside of designated areas, illegal drug use of any kind, or extreme violence.

      Cover Letter

      The cover letter for the proposal must include:

      • Company Information (personal information if you are an individual who wishes to contribute) including your company name, address of corporate headquarters, address of any local office, number of years in business, entity type (not-for profit corporation, for-profit corporation, etc.) and a description of your line(s) of business. Include any relevant background information about your company as well as other sponsorship commitments that you may have been or are currently involved with.​
      • A brief, high level description of your sponsorship proposal (less than one page).
      • Contact information including email, website and telephone numbers of the primary contact, and any individuals we may contact in the event the primary contact is not available.​
      • Include financial information (recent financial statement or similar documentation)

      Request Proposal Information Remain Confidential

      CPW neither requests nor encourages the submission of confidential or proprietary information in sponsorship proposals. Should a firm want the State to treat certain information as confidential or proprietary, a written request should be submitted prior to or with the partnership request. The written request:

      • Must state specifically, and identify by page number or sections of the submittal, what elements of the proposal are to remain confidential.
      • The request must also identify the basis for the claim of confidentiality/proprietary classification.
      • Confidential/propriety information MUST be readily identified, marked and separated/packaged from the rest of the proposal.

      Co-mingling of confidential/proprietary information and other information is not suggested.

      Evaluating the Proposal

      An evaluation team will score the sponsorship proposals based upon the following criteria:

      • ​Company information is required, but will not be scored.
      • Company Background will be evaluated based upon financial viability and capabilities, as well as relevant experience.
      • Consideration of unique and innovative methods, approaches, or concepts
      • Potential contribution of the proposal to the DNR and CPWs mission
      • Technical merits, feasibility or techniques of the proposal
      • Capabilities, relevant experience, facilities, or techniques or a unique combination of these qualities that are integral factors for achieving the proposal objectives
      • Cost benefits to CPW which could include efficient delivery of services, or enhanced quality of service delivered to the public
