Leftover (Remaining) and Reissued Licenses

Limited licenses that weren't issued in the primary or secondary draws go on the Leftover List. Reissued licenses also go onto the list. These are available for purchase in person, online or at sales agents.

Leftover (Remaining) Limited Licenses

Leftover (Remaining) Limited License

When available, Leftover (Remaining) Limited License can be purchased online at CPWShop.com, by phone at 1-800-244-5613 and at sales agents around the state.

Deer, Elk, Pronghorn and Bear (4 or less preference points)

These returned limited licenses (excluding Ranching for Wildlife) will be available on the leftover list.

Leftover or reissued licenses on the leftover list can be purchased without:

A qualifying license
An application
Preference points

Reissued Limited Licenses

Reissued Licenses

Most limited licenses returned for refund or preference point restoration will be reissued to the next qualified hunter who applied through the draw. All reissued licenses are still subject to annual bag limits and refund/preference point restoration regulations.

Sheep, Goat & Moose Licenses

Sheep, goat and moose licenses continue to be reissued to the next person in the draw order.

Deer, Elk, Pronghorn and Bear (4 or less preference points)

These returned limited licenses (excluding Ranching for Wildlife) will be available on the leftover list.

Deer, Elk, Pronghorn and Bear (5 or more preference points)

Returned deer, elk, pronghorn and bear hunt codes that took 5 or more resident preference points to draw will be reissued to the next person in the draw order. These reissued licenses will require the use of preference points if accepted. If one of the first 5 customers contacted do not accept it, the license will then be added to the Reissue Preview List, and finally the Leftover List.

The Reissue Process

Reissued licenses will be available on the leftover list. Leftover license sales started on August 5, 2025.

The reissue preview list will be posted Tuesdays at 11 am MT.
On Wednesdays, all hunt codes that were on the Preview List will be released for sale as close to 11 AM as the system allows. As the Leftover List periodically refreshes, any Preview List licenses left unsold will be added to the Leftover List.
- No new hunt codes will be added to the leftover list after 1 pm MT on Wednesdays.
The reissue preview list will be cleared after sales begin on Wednesday and will repopulate the following Tuesday.

Will the reissue preview list be available all year?

The first reissue preview list will be available Tuesday, March 12 for spring turkey and the first reissue preview list for big game will be available August 13 (the week after leftovers go on sale).
The reissue preview list will not be available after spring turkey season ends.

What happens if there are no hunt codes available for this week?

If there are no hunt codes available for reissue this week, the reissue preview list will get a blank report with the following message: “There are no reissued licenses scheduled for release this week. Please check back”.

Hunting License Terms and Definitions

Important terms to understand when considering a remaining limited license purchase.

Limited licenses

A set (limited) number of licenses are available for specific units and dates for each species, and are issued through an application and draw process.

Limited Licenses Include:

Public land licenses: Licenses you can get through the draw(s) that are valid on all CPW-owned or leased public lands, private lands, and most federal lands in the specific units listed on your license/in this brochure.

Private-land-only licenses: Licenses you can get through the draw(s) that are only valid on private lands in the specific GMUs listed on your license/ in this brochure. If your license hunt code has a “P” in the second-to last
part, it's valid on private land ONLY. For example: E-F-007-P5-R. You MUST get landowner permission before applying for these licenses.

Leftover limited licenses: Licenses that weren't issued in the primary draw. They become the licenses eligible for the secondary draw, and any remaining licenses after the secondary draw become available as over-the-counter leftover limited licenses.

Leftover List

The list of leftover bear, deer, elk, and pronghorn limited licenses will be available in August. The list of leftover spring turkey licenses will be available in March.

Beginning March 11th for spring turkey and August 12th for bear, deer, elk, and pronghorn, the reissue preview list will be posted on Tuesdays at 11:00 a.m. MT and cleared after sales start on Wednesdays.

Government Issued Identification

You’ll need to have government issued identification to purchase a hunting license.

Hunter Education

Colorado law requires that individuals born on or after January 1, 1949, must complete an approved hunter education course before applying for or purchasing a Colorado hunting license. To hunt mountain lion, hunters must also complete the mountain lion identification course.

Social Security or Taxpayer Identification Number

A Social Security number or Individual Taxpayer Identification Number is required for hunters age 12 and older, per federal law.

Habitat Stamp

All hunters must purchase a habitat stamp with their license.

Go to cpwshop.com.
Click "Sign in Or Create Account”.
Log in to your account (if you have not used cpwshop.com before, click “look up account” to find your CPW account).
Verify all information and click “Confirm Details” at the bottom of the page.
Hover over “Go Hunting & Fishing” in the top blue bar and click “Buy Big Game Licenses”.
Select your correct residency (resident or nonresident).
Click on the plus symbol next to the species your purchase authorization is for.
Click the “Purchase” button next to the draw hunt code.
Click on the Shopping Cart icon in the top right corner.
Select a Fulfillment Method. Please note: if you select Fulfilled by Mail you will then get an option for Standard shipping or Express shipping.
Click “Proceed To Checkout”.
Enter a credit card to pay for the license.
Read the terms and conditions and check the box agreeing to them.

Leftover Turkey Licenses

Leftover limited turkey licenses go on sale at different times than the big game leftover licenses.

March 16: Spring turkey licenses will be available for purchase on the leftover list.
August 5: Fall turkey licenses will be available for purchase on the leftover list.

Active Military - Advanced Purchase of Leftover Licenses

Active duty military members who are deployed outside of the United States and are stationed in Colorado or a Colorado resident can purchase leftover licenses after the primary and secondary draws and prior to the annual leftover purchase date.
