When available, Leftover (Remaining) Limited License can be purchased online at CPWShop.com, by phone at 1-800-244-5613 and at sales agents around the state.
Deer, Elk, Pronghorn and Bear (4 or less preference points)
These returned limited licenses (excluding Ranching for Wildlife) will be available on the leftover list.
Leftover or reissued licenses on the leftover list can be purchased without:
Most limited licenses returned for refund or preference point restoration will be reissued to the next qualified hunter who applied through the draw. All reissued licenses are still subject to annual bag limits and refund/preference point restoration regulations.
Sheep, Goat & Moose Licenses
Sheep, goat and moose licenses continue to be reissued to the next person in the draw order.
Deer, Elk, Pronghorn and Bear (4 or less preference points)
These returned limited licenses (excluding Ranching for Wildlife) will be available on the leftover list.
Deer, Elk, Pronghorn and Bear (5 or more preference points)
Returned deer, elk, pronghorn and bear hunt codes that took 5 or more resident preference points to draw will be reissued to the next person in the draw order. These reissued licenses will require the use of preference points if accepted. If one of the first 5 customers contacted do not accept it, the license will then be added to the Reissue Preview List, and finally the Leftover List.
Reissued licenses will be available on the leftover list. Leftover license sales started on August 5, 2025.

What happens if there are no hunt codes available for this week?
If there are no hunt codes available for reissue this week, the reissue preview list will get a blank report with the following message: “There are no reissued licenses scheduled for release this week. Please check back”.
Important terms to understand when considering a remaining limited license purchase.
A set (limited) number of licenses are available for specific units and dates for each species, and are issued through an application and draw process.
Public land licenses: Licenses you can get through the draw(s) that are valid on all CPW-owned or leased public lands, private lands, and most federal lands in the specific units listed on your license/in this brochure.
Private-land-only licenses: Licenses you can get through the draw(s) that are only valid on private lands in the specific GMUs listed on your license/ in this brochure. If your license hunt code has a “P” in the second-to last
part, it's valid on private land ONLY. For example: E-F-007-P5-R. You MUST get landowner permission before applying for these licenses.
Leftover limited licenses: Licenses that weren't issued in the primary draw. They become the licenses eligible for the secondary draw, and any remaining licenses after the secondary draw become available as over-the-counter leftover limited licenses.
The list of leftover bear, deer, elk, and pronghorn limited licenses will be available in August. The list of leftover spring turkey licenses will be available in March.

To hunt mountain lion, hunters must also complete the mountain lion identification course.
Take a Hunter Education ClassA Social Security number or Individual Taxpayer Identification Number is required for hunters age 12 and older, per federal law.
All hunters must purchase a habitat stamp with their license.

Leftover limited turkey licenses go on sale at different times than the big game leftover licenses.
Leftover Licenses
Active duty military members who are deployed outside of the United States and are stationed in Colorado or a Colorado resident can purchase leftover licenses after the primary and secondary draws and prior to the annual leftover purchase date.
