About the Grants

Off Highway Vehicle Grants

The Colorado Parks and Wildlife (CPW) Off-Highway Vehicle (OHV) Program is funded through the sale of OHV registrations and some additional Recreational Trails Program (RTP) funding. The OHV Program seeks to improve and enhance motorized recreation opportunities in Colorado while promoting safe and responsible use of OHVs on lands open to the public.

Eligible grant funded projects must align with CRS 33-14.5-106. Local, county, state, federal, tribal government agencies, special recreation districts, and nonprofit organizations (tax exempt under Section 501(c)(3) of the Internal Revenue Code) are invited to apply.

The guidelines and instructions are designed for both new applicants and existing grant recipients.

New and Programmatic Grant Applicants

The Programmatic (i.e. Competitive) Guidelines and Instructions provides comprehensive guidance on eligibility, steps in the application process, and policies.

Existing Good Management Program Applicants

The Good Management Guidelines and Instructions are for Good Management projects only. If you need to submit an additional application please be sure to use the Programmatic application and guidelines and instructions.

How to Apply

    Choose a Project

    Applicants can choose from two types of projects:

    Programmatic/Competitive

    OHV programmatic or competitive project grants address the full spectrum of OHV recreation support needs in Colorado. Projects related to recreational use of OHVs on lands open to the public are eligible to apply

    Eligible projects can include: OHV education and safety programs, land acquisition or easement projects, restoration of trails, construction and planning of OHV routes, trailhead development and/or support facilities related to OHV or multi-use trails including parking areas, restrooms, and related facilities.

    This year the Program is encouraging project’s with an emphasis on Education this cycle.

    Good Management

    The Good Management Program emphasizes on-the-ground operations and maintenance of OHV trails and support facilities for areas that offer unique OHV riding opportunities or support a high volume of OHV recreationists and activities. The OHV trails program provides consistent and predictable annual funding so that federal agencies can attract and retain experienced trail crews for the operation and maintenance of their OHV riding areas.

      The OHV Subcommittee has placed a cap of $105,000 for Good Management Applications. Should you need additional funding please complete an additional competitive application.

      Grant Application Review Process

      Programmatic projects are evaluated and ranked against each other. Good Management projects are not ranked against each other but do follow the same review process. The OHV grant selection process follows a recommendation and approval process. The entire process includes grant review, scoring, public comment periods and then the recommendation of funding. More specifically, it involves:

      1. Colorado Parks and Wildlife Regional Field Staff Review

        Colorado Parks and Wildlife regional field staff review and identification of any wildlife concerns. Learn more about the wildlife review process and how to contact an Area Wildlife Manager.

      2. Subcomittee Review

        The subcommittee reviews, scores and ranks applications to make recommendations for funding to the State Trails Committee.

      3. State Trails Committee Review

        State Trails Committee review subcommittee scores and make a recommendation for funding to the Parks and Wildlife Commission.

      4. Parks and Wildlife Commission Review

        Final review and funding approval by the Parks and Wildlife Commission.

      2025-2026 grant applications will be posted here, and the public comment period will be announced at that time. 2024-2025 grant applications are currently listed here, but the public comment period has closed.

      2025-2026 Public Comment Meetings

      Presentation schedules, Zoom registration links and public comment information will be posted prior to the February and March events.

      These meetings take place in the Denver metro area. The public is invited to review and comment at four separate stages: upon submission and posting of the applications on CPW’s website, before the application review subcommittee, before the State Trails Committee and before the Parks and Wildlife Commission meetings.
