Decrease in Twin Release

From USBR: We're going to make the final decreases in the VFMP release from Twin tomorrow (19 Aug 25) morning. There will be 2 gate operations of 36 cfs each at 08:00 and 08:30. After the gate operations, we'll be releasing 140 cfs- less than 1 cfs of account and the rest native.

Corrected: Tomorrow won't be the final cut from Twin. We're reducing the flows over a few days, not exceeding a change of 15% at Wellsville. The cut of 72 cfs tomorrow will bring our account release down to 118 cfs. We'll continue to reduce Pueblo Water's release on the 20th and 21st to bring their release down to 0.
