Northwest Colorado Habitat Partnership Program
CPW Committee
Mission & Purpose:
The Northwest Colorado Habitat Partnership Program Committee (NWCOHPP) vision is to work cooperatively with landowners and local, state and federal agencies to establish strategies to resolve immediate fence, water and forage conflicts caused by big game; and to develop and implement long-term strategies that resolve conflicts while maintaining healthy sustainable rangelands. In addition to resolving wildlife conflicts, HPP is also statutorily directed to "assist the division in meeting game management objectives..."
The NWCOHPP feels strongly in the idea of working as a partnership with other entities and landowners. The committee would also like to encourage people to leverage the monies available in order to implement as many projects as possible. For that reason, the committee will generally partner on all approved projects on a 50/50 basis including in-kind, non-monetary, contributions. We also require each participating landowner or agency to submit a completed application prior to considering proposed projects.

Participate in the Program
Contact Your Local DWM
Before submitting an application, contact your local District Wildlife Manager (DWM) or the appropriate HPP administrative staff to discuss your proposed project. If you are unsure who your DWM is, the HPP admin for the committee in your project area can assist. Committee members value DWM involvement in project proposals.
- District Wildlife Manager Involvement - Required.
- Agricultural Status - A minimum of 160 acres is required.
- Hunting Access - Not required.
- Meeting Attendance - Required.
- Water Projects - Must include a copy of water permits in application.
Submit a Project
Fill out the HPP project application thoroughly. Most committees require supporting documentation such as maps, itemized material lists or contractor quotes, seed mixes, photos, or other materials that help clarify the scope and goals of the project.
Your DWM and HPP Administrative Assistant can help you complete an HPP project application and schedule you to present your proposal.
The following items should be included with your proposal:
- Maps of the project area.
- Photographs.
- Material quotes.
- Contractor bids.
- Any required permits

Committees maintain flexibility in decision-making. They may choose not to fund a project, adjust the level of funding, or request modifications to improve project outcomes, efficiency, or long-term success.
Whenever possible, applicants should plan to attend the committee meeting where their project is located. This provides an opportunity to present the proposal and respond to any questions or concerns from committee members. Committee meeting dates and locations are listed on their respective committee pages.
