Sponsoring OrganizationFor the purposes of the programs on this page, a sponsoring organization must be a sportsperson’s group, conservation group or youth mentoring organization that meets the following criteria:
Has a minimum of 10 members.
Has an elected or appointed Executive Officer.
Has regularly scheduled meetings.
Has a youth mentoring program.
Supports the use of hunting, trapping, and fishing as the primary methods of effecting necessary wildlife harvests.
Novice Adult Outreach Program Hunting Licenses
Colorado Parks and Wildlife (CPW) has created a variety of programs that focus on the recruitment and retention of new adult hunters in Colorado. The Novice Adult Outreach Hunting License Program is a part of an overall outreach strategy to aid sponsoring partnership organizations in their efforts to develop and sustain novice adult hunting programs at the local community level.
Novice adult outreach licenses are available for both turkey and big-game hunting. A maximum of 200 turkey licenses are offered on a first-come, first-served basis to organizations for novice adult turkey hunters, and a maximum of 200 big-game licenses are offered on a first-come, first-served basis to organizations for novice adult big-game hunters.
A novice adult turkey hunter is a Colorado resident age 18 or older, who has either no turkey license purchase history, only held a turkey license(s) in the previous year or has no turkey license purchase history in the previous 5 years. A novice adult big-game hunter is a Colorado resident age 18 or older, who has either no big game license purchase history, only held a big game license(s) in the previous year or has no big game license purchase history in the previous 5 years.
General Conditions and Stipulations
- Only those events involving novice adults 18 years of age or older that teach participants hunting techniques, hunting ethics and wildlife management shall qualify for outreach program licenses.
- Organizations requesting licenses should include at least two novice adult hunters in the event. The requested dates for a novice adult outreach hunt may not exceed 21 days. This window of dates will allow the requesting organization the latitude of determining a primary set of dates for a planned outreach event but provide additional time to reschedule the event due to adverse weather conditions.
- Director’s novice adult outreach program hunting licenses cannot apply to premier units as defined in PWC Regulation W-2 #206 (B)(4)(e).
- Director’s novice adult outreach program hunting licenses are additional and shall not impact normal license allocation.
Youth Outreach Program Hunting Licenses

Only those events involving youth 12 to 17 years of age that teach youth participants hunting techniques, hunting ethics and wildlife management shall qualify for outreach program licenses. The age requirement for youth hunters requesting a turkey license is established in current Turkey Hunting Regulations and listed in the Turkey Hunting Brochure.

Director’s Dream Hunt Licenses
Colorado Parks and Wildlife (CPW) has created a big game license application process to assist youths with terminal illnesses and life-threatening diseases or injuries in obtaining licenses to allow participation in a big game hunting experience. The Director’s Dream Hunt License Program is part of an overall outreach effort to facilitate sponsoring organizations’ efforts to develop and sustain these types of hunting programs at the community and statewide levels.
Dream Hunter
A dream hunter is defined as a hunter 12 to 21 years of age who has a terminal illness or a life-threatening disease or injury. The hunter must have attended a Hunter Education course and have a valid Hunter Safety card in his/her possession prior to obtaining a license or be operating under an Apprentice license. The hunter must be accompanied by an adult, 18 years or older who has successfully completed a Hunter Education Course and is in possession of a Hunter Safety Card or current hunting or fishing license that shows the course is verified in the Colorado licensing system.
Qualification for Program Licenses
Only those organizations who have registered with the CPW Hunter Outreach Program as a sponsoring organization are eligible to request licenses for a Director’s Dream Hunt.
Is a registered organization that deals with providing outreach opportunities for youth who are terminally ill and/or have a life threatening disease or injury.
The applicant must have a terminal illness or life threatening disease as verified by a physician’s written statement.
The applicant must be 12 to 21 years of age on the first day of the hunt.
